Well and Septic

Provides the construction of sanitation facilities, scattered sites, IHS, HIP and other category homes under PL 93-638, Indian Self Determination Fixed Price Contract. Our program is also responsible to help homeowners with emergency repair of septic systems and installation and repair of waterlines. We also provide services to other Divisions within the Leech Lake Reservation. Homes must be standard housing in good condition.

Homes must be Standard Housing in Good Condition

The home must meet reasonable construction standards for size, health, and safety as determined by the Tribal Environmental Health Department. This means that the structure must be in a sound well maintained condition, capable of maintaining a temperature of 70 degrees inside the dwelling during the coldest weather in the area.

It must be properly and safely supplied with an electrical system, and have fully functioning plumbing and fixtures for a full bathroom and kitchen.

It must be of a size that provides adequate living space for the entire family.

It must be a permanent structure. Mobile homes have their wheels removed; skirting installed, and tied down to a permanent foundation. Permanet foundation usually consist of at least a concrete slab or other continuous concrete structure. Skirting must be of a semi-permanent nature and include adequate insulation to prevent piping from freezing. Hay bales and lattice work type fencing is not considered adequate skirting.

Travel trailers and campers are not eligible for these sevices.


Applicants may apply for assistance for the following services:

  • New Sanitation Facilities (well and septic installation)
  • Repair and/or Replace Sanitation Facilities

  • Leech Lake Band Member
  • 18 years of age or older
  • Live in our service area

Documents Requested

The application will be considered incomplete and returned, it the following items are not attached:

  • Title or deed to home or mobile home
  • Proof of land ownership or tribal land lease
  • Proof of household income (applicant and spouse)
  • Sign a Release of Information Form
  • Reimbursement Form (if applicable)
  • Application for Land Use Permit

Fees

  • Free to Elders 55+ and handicapped individuals
  • Septic pumping - $115
  • Based on income

Please be aware that the chart below shall be utilized to determine the level of repayment, if applicable, and will be based upon net income of wages and 100% of unearned income.
